Purpose of the Position
Under the supervision of the Supply and Logistics Specialist, P3, the Senior Logistics Assistant, will provide a broad range of transactional, procedural and administrative tasks in support of the efficient In-Country Logistics operations of the Nepal Country Office, ensuring timely and efficient output that is in compliance with UNICEF rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design.

Summary of key functions/accountabilities:
• Support In-Country logistics operations, including warehousing, transportation, labor services and distribution of supplies.
• Undertakes appropriate planning, implementation, monitoring and evaluation of logistics operation activates. Monitor key performance indicators (KPIs) and report to management (CMT), highlight major changes in trends and suggest appropriate actions required. Raises logistics bottlenecks or potential delays to the supervisor that might affect program implementation.
• Ensure secure and appropriate warehousing services are available at all approved zonal/central levels to accommodate approved contingency stocks at all zonal and central level. Monitor and maintain contingency stocks, highlight key issues/gaps to concerned sections/management.
• Track and monitor status of offshore shipments, ensure import/duty-exemption documentation is done well in advance. Coordinate with focal programs on timely delivery of supplies to implementing partners/Warehouse
• Manage third-party contracts, make sure enough funds are secure for invoice payments, review and process service bills. Monitor contractor’s performance.
• Prepare stocks/receiving/dispatch/Goods-in-Transit reports on regularly basis, review data accuracy. Ensure transactions get completed within an approved time – frame, advice concerned warehouse team and programs on critical issues and suggest means/techniques for improvements.
• Support in timely execution, completion and reporting of Mid/End Year stock counts in all Unicef controlled warehouses.
• Ensure approved SOPs are implemented, guide new staff/program colleagues on procedures and protocols.
• Visit zone offices to monitor warehousing facilities and stock management, highlights areas that need immediate action and provide support in improving stocks management/storage. Coordinate with the local team and concerned programs to follow up progress till finalized.
• Facilitate programs in reviewing implementing partners warehousing/logistics capacities and support capacity building activities.
• Provide supervision, support and guidance to the Warehouse Assistant (GS4) who will work under this position. Inform staff member of any new initiatives/policies/procedures that affect the work of the respective area.
Qualifications of Successful Candidate
• Completion of secondary school education is required, with courses/certifications in business administration, supply chain management, procurement or logistics considered as an advantage.
• Minimum 7 years of progressively responsible administrative and/or supply-related work experience (procurement, supply or logistics) is required.
Experience in emergency/complex projects is desirable.
Formal training in Supply Chain Management, Warehousing/Transportation planning & monitoring is an asset. Familiarity with UNICEF, UN supply procedures and systems is an asset.
• Fluency in both written and spoken in English and Nepali language.
